[DONE] Device add: NeuralDSP Nano Cortex

The Nano Cortex doesn't seem to have much of a MIDI implementation, it only accepts program changes, so you can use a Generic device and it'll work fine.
 
Now that they've added MIDI CCs to the Nano Cortex, support has been added to 5.3.4.
