Need to send message twice

I have the same problem on 2 completely different devices (Chase Bliss Brothers and Source Audio EQ2), so the problem is probably me.

I have a page of IA set up for each device to select a device preset (PC#) or bypass (CC#). The IA are grouped together so only 1 IA can be active at a time.

I have 2 devices that do not change unless I send the PC# or CC# twice. Screenshots below of the button configuration.

I know have an answer right off the top of my head, but if you send me your complete settings file, I can investigate.
