How to send CC to control scenes in Axe-Fx

I'm using OnSong on my iPad connected to USB on my MMGT16 to send PC according to the song I'm playing, I would also like to select a different scene, I send CC#34 with value 0 to 7, but my MMGT16 doesn't respond, I always get scene 1.
In IA settings for the scenes switches I have IA link and CC link checked.

In device settings, Ignore incoming CC is NOT checked.
What am I doing wrong?

Because the scene buttons are being controlled by the Axe-Fx, they can't also be controlled by the iPad. I would recommend enabling MIDI Thru on the GT, and sending the CC to the Axe-Fx's MIDI channel instead of to the GT's. The Axe-Fx should update the GT's buttons when the scene changes.

Yes, if I check Midi Merge, it seems to work, though I have to send the control number for the scene twice sometimes to be effective.
I send the PC and the CC simultaneously from the OnSong application.
