device settings: send PCs?

when i select send PCs what does that mean? does it mean that the MMGT can send PCs to the device or that the device can send PCs to the MMGT?

It means that the GT can send PCs to the device. When this box is not checked, no PCs will ever be sent to the device. If the box is checked, PCs may be sent, based on the configuration of your presets and IA buttons.

"Allow Incoming PCs" is the settings that controls whether the device can send PCs to the GT. This only works for devices that use bidirectional communication like Axe-Fx and Kemper.
