Who in here has setlist and song experience?

Maybe just go back to the the standard presets list?

If I'm following this correctly, How it's set in the image, nothing will happen..it will just stay in the all song mode. If I wanted to go back to the presets, I thought I would need to create a new IA button to navigate back to the presets page. Could I make this button do that in the off mode vs. using another button?
 
Actually, what you have in the image should do exactly what you want - turn it on, "All Songs" is selected, turn it off, "None" (no setlist) is selected, returning it to banks and presets. Make sure to turn off all checkboxes on this button so that it doesn't respond to preset changes.
